If you see only the options User Admin and Log in the Admin Tools menu of Typo3, there could be a quite simple reason for that: Ext Manager, DB check, Configuration and Install are hidden in the Draft workspace. So just change the workspace to live at the right upper end of your backend desktop and everything should be visible again.
